Try removing the stockpile; if that doesn't work, mass forbid (d-b-f) the tiles the charcoal is on, unpause for a few seconds, then mass reclaim (d-b-c). If that doesn't work, go on to rebuilding the workshops and furnaces as Urist suggested. Good thought Urist.
